Marva Smith made the recommendations in an inquest report on the suicide of an 18-year-old inmate at Stony Mountain Institution in July 2006,[link widoczny dla zalogowanych]. Newson,[link widoczny dla zalogowanych], originally from Calgary, was serving a six-year sentence for a drug-fuelled assault on a family member,[link widoczny dla zalogowanych], and had been transferred to Stony Mountain from an Alberta prison about three months earlier.
Smith said Newson's "impulsive and unpredictable" suicide followed a "minor beating" he received from gang-involved inmates "because he looked at one of them the wrong way."
The inquest,[link widoczny dla zalogowanych], held in November 2008,[link widoczny dla zalogowanych], heard evidence that suggested Newson had asked for psychological help but was placed in a "holding or waiting pattern,[link widoczny dla zalogowanych]," Smith said.
She recommended that correctional officers should meet with first-time inmates under age 25 within the first two days of their arrival at a federal prison,[link widoczny dla zalogowanych], and not less than once a week for the first four months of their incarceration. This,[link widoczny dla zalogowanych], she said,[link widoczny dla zalogowanych], would ensure that officers "are aware of and can take appropriate action concerning any adjustment difficulties."
These prisoners should also "have high-priority access to psychological counselling" if it's determined in their correctional plan that they need it, Smith added.
Smith also recommended that young first-time federal inmates who aren't tied to gangs should not be placed in prison units where acknowledged gang members are housed,[link widoczny dla zalogowanych].
