Prior to that time the Senate still existed and the power of the Emperor and his underlings was curtailed to a certain extent because there were still dissenting voices that could cause trouble by persuading others to go against the Emperor's wishes,[link widoczny dla zalogowanych].
This is mentioned in a couple of places in Episode IV. After her ship is captured,[link widoczny dla zalogowanych], Princess Leia informs Vader that the Imperial Senate will not condone his attack on a diplomatic vessel. Later,[link widoczny dla zalogowanych], aboard the Death Star,[link widoczny dla zalogowanych], General Tagge voices his concerns that the Rebel Alliance is becoming too powerful and continuing to gain support in the Senate.
It is for these reasons that the Emperor needed the Death Star to begin with - so that he could rule by fear with everyone obeying him for fear of the consequences. Once the Death Star was completed,[link widoczny dla zalogowanych], the Emperor finally does away with the Senate altogether. Vader knows of this and so knows that he can act as he likes in capturing Leia or retrieving the Death Star plans because there will be no one to stop them.
It is also true that the Empire's enemies are dwindling,[link widoczny dla zalogowanych], the Jedi being practically extinct and the Death Star keeping people in line means there is little to inspire new opposition to the Emperor. However,[link widoczny dla zalogowanych], Vader does not foresee the coming involvement of Obi-Wan Kenobi and Luke Skywalker.
Also,[link widoczny dla zalogowanych], Darth Vader knew that the Death Star schematics were on Leia's ship,[link widoczny dla zalogowanych], and the only way it could have escaped his search is by the escape pod. Since there were no life forms detected on the pod,[link widoczny dla zalogowanych], there would be "no one" guarding the plans to stop them.
